The talk by Professor Archie Parnell will be a brief comparison of the very first income or profits tax laws in India (in 1860 after the India Revolt of 1857), the United States (in 1861 during the U.S. Civil War), and Hong Kong (in 1939 just before WWII), and a description of the reasons behind these dramatic changes in government receipts. Placing these tax innovations (and that's what they were) in their historical context is a fruitful exercise to draw lessons for the future from the past.
